YRNF Leads at CPAC

YRNF will be participating again this year at CPAC! Below are highlights of how Young Republicans will be represented throughout the conference.

  • Chelsi Henry, Outreach Chair for YRNF, will participate in a panel at CPAC. Friday, March 15th at 3:00 EST. Chelsi was also highlighted by PolicyMic’s “11 Black Conservatives Speaking at CPAC
  • Lisa Stickan, YRNF Chairman, will emcee proceedings Friday afternoon starting at 1:15 EST, including introducing Rep. Michael Burgess (TX), Rep. Sean Duffy (WI) and Rachel Campos-Duffy, Rep. Marsha Blackburn (TN), Rep. Diane Black (TN), Rep. Tim Huelskamp (KS) and others.

RPT Leadership Proposes New Delegate Selection Process

As previously reported, last August the Republican National Committee adopted a new rule which requires states that hold primaries before April 1st to allocate their delegates on a proportional basis or risk losing half their delegation. In response, Republican Party of Texas Chairman Steve Munisteri, in close consultation with RNC Committeeman Bill Crocker, RNC Committeewoman Borah Van Dormolen, General Counsel Patrick O’Daniel, Assistant General Counsel Eric Opiela, Rules Committeeman Clint Moore, as well as the entire State Republican Executive Committee, have drafted a proposed rule change that will be presented for a vote at the next quarterly SREC meeting on Saturday, October 1st in Austin, TX.

The rules of the Republican Party of Texas only allow for a change in the rules on a temporary basis in between conventions, if there is a change in state law or in RNC rules which are in conflict with existing party rules. RNC Committeeman Bill Crocker, as well as the RPT’s General Counsel Patrick O’Daniel and Assistant General Counsel Eric Opiela, have determined that the RPT rules are arguably in conflict, thereby allowing the invoking of the rule change provision of the RPT rules. In addition, Parliamentarian Butch Davis concurs with that view. Therefore, under RPT rules, the State Republican Executive Committee can amend the rules adopted at the last convention if there is two-thirds vote of the SREC.

Chairman Munisteri, in order to ensure there was two-thirds support among the SREC as well as support among our grassroots activists, circulated drafts of the proposed resolution to SREC members and other interested party leadership. He also scheduled two statewide teleconferences with the SREC to go over the proposed rule changes. After seven drafts, a final version of a proposed rule change has been created by Clint Moore which has the support so far of 54 of the 62 SREC members (the other 8 simply have not responded as of the date of this writing.) However, the 54 members constitute more than the two-thirds required to pass.

The rule change still allows for Congressional districts to select three delegates per Congressional district for the national convention. 108 of the state’s 152 delegates will be selected in that fashion. Three other delegates are reserved for state party leadership positions per the RNC’s rules, and the remainder will be selected at-large by a statewide nominations committee. To increase the likelihood that delegates selected will be assigned to vote for candidates that they actually support, the resolution has a process by which delegates are assigned taking into account the results of the Presidential contest in their Congressional district.

Chairman Munisteri stated, “It is important to me that we have total transparency with regard to significant activity by the RPT leadership. Consequently, I am distributing a copy of the proposed rules change to the tens of thousands of activists on our RPT email list. I would like to thank Bill Crocker, Borah Van Dormolen, Butch Davis, Eric Opiela, and Patrick O’Daniel for their initial work on this problem. A special thanks needs to go out to Clint Moore, who has spent numerous days working on a solution acceptable to the vast majority of state Republican leadership and taking the time to field calls and answer inquiries about his proposed rule change. The RPT owes him a debt of gratitude for his tireless work.”

Rules Committeeman Clint Moore, commenting on the rules stated, “I want to thank Steve, Bill (Crocker), Borah, and my fellow SREC members for this opportunity to continue my many years of work writing and improving RPT Rule 38 to its present form, where it has become the most grass-roots empowering national convention delegate selection process in the nation. This latest revision fully complies with key rule changes made by the RNC, in its efforts to reduce the occurrence of winner-take-all primary delegate allocations, and cause more proportional delegate allocations to presidential candidates. Next June at the State Convention, the actual delegate elections in the congressional district caucuses, and the at-large delegate selections by the State Convention’s National Nominations Committee, will occur similarly to 2008. The difference will be in the assignment of presidential candidates to the delegate seats, providing for a truly proportional allocation reflective of the statewide presidential primary vote, rather than our long historic process of essentially a winner-take-all allocation, which occurred no matter how low the winner’s actual percentage in a multi-candidate race. I’m humbled and honored by the opportunity to serve my fellow Texas Republicans and thank God for my ability to answer the call.”

Chairman’s Update, 8-20-11

First, let me start by saying thank you to everyone for your confidence in selecting me as your new chairman of the Texas Young Republican Federation.  As I stated in my original Announcement of Candidacy, I will bring to this next year a focus on building up our local Republican clubs as we head into the 2012 presidential election. 

     We have a lot of work to do, and my intention is to hit the ground running.  So at our very first board meeting held immediately after the convention, we voted to provide key funding to your new Club Development Director, Jonathan Koch, so that he can immediately start working on a FaceBook advertising strategy that has previously worked well in helping him to establish two other clubs.  This strategy will be rolled out first for the smallest clubs and then later for areas we believe we can start new clubs.

     Second, at every quarterly board meeting, we will provide leadership training for our club presidents.  Our Fall quarterly board meeting will be held in Austin, TX, from November 4 -5, and is being hosted by the CenTex YR’s.

     Third, we will organize a large grassroots leadership conference, currently scheduled for February 3 – 4, 2012 in the Dallas – Fort Worth area.  A committee was formed to organize the conference, chaired by Megan Higginbotham.  This conference will target young conservatives wishing to be involved in effective campaigning, with different seminar topics such as fundraising or social media 2.0, as well as some great speakers.  By opening up the conference to both Young Republicans and non-Young Republicans, the event will also serve as a natural means to raise awareness of our organization among younger activists, which should help plug in new activists into existing clubs. Of course, young republicans will also enjoy a registration discount for the event.

     In addition, we are currently working on a number of other projects.  For example, we are exploring a “website-in-a-box” program, that would roll out a basic website for interested clubs.  The websites would already be set-up with best practices and would be hosted on the Texas Young Republicans’ web server.  It would allow new or small clubs to focus on building their clubs, instead of re-inventing the wheel with trying to figure out how to start a website. When they are ready, they can move the website to their own server.

     Finally, we are also exploring starting a PAC for the Texas Young Republicans.  The PAC’s burdensome reporting requirements would be handled by the Texas Young Republicans, but local clubs would be able to raise money for the PAC and then earmark how they would like that money spend during the upcoming election.  Again, the goal would be to free the clubs to campaign and develop by removing barriers to their development like campaign reporting requirements or web development technical knowledge.

TYRF Chairman’s July Update

I write on the eve of our 2011 Texas Young Republican Federation State Convention and I am excited to see our “family” come together from various Young Republican clubs across the state! The month of July was in a word – AWESOME! The month began with a national celebration of independence and, by the 6th of July, 15 Texas Young Republicans found ourselves in Puerto Rico for the Young Republican National Federation National Convention hosted by the Puerto Rico Federation of Young Republicans. What gracious hosts! Convention Co-Chairs Daniel Ballori and Carlos Perez must have just a little bit of “Texas” in them, because us Texas YRs took right to the island and found our island home hit the spot and swore there was a “Welcome Y’all” somewhere in the pleasantries. Carlos’ wife, Megan, is originally from Louisiana, but her father lives in San Antonio and many times throughout the convention she was recognized by Daniel and Carlos as the one who “really” planned the convention. So, that makes sense – a near Texan knew just how to throw out the red carpet and everyone certainly felt the welcome and kindness. I am taking some liberty here – I’m kidding (I’m not)..no, I am…well, just sayin’ – the connection is there! :-)What was undeniable was the overwhelming enthusiasm for love of country and passion for our nation’s Constitution – providing for individual rights and liberties, in the conversations of the Puerto Rico Young Republicans and prepared remarks of the elected officials who spoke to us during the convention.
 
YRNF National Convention highlights:
Wednesday evening began with a welcome reception and highly anticipated remarks by Grover Norquist. It was a pleasure to meet him personally and watch him in interviews and panels in recent weeks with the debt ceiling debates. Thursday many of us attended a panel led by Ken Oliver, former Dir of Specialty Media for President G.W. Bush & Joel Mowbray, Conservative Columnist addressing Media and Politics. I asked a question of Mr. Oliver about how we can promote the work of our organizations and clubs in media markets that seem at times to have a bias against our politics. He said that this is something he addressed while working in President Bush’s administration and we can be effective by pursuing relationships with reporters and media in our area and then hold them accountable for their “bias” in reporting by professionally presenting them with the correct facts on any given story, even after the news has been “printed.”  In the afternoon, a YRNF tradition of YR FEST took place oceanside with a TYRF Cabana for our “booth” and we teamed up for some beach volleyball with the Young Republicans of New York and well…let’s just say Alabama, Georgia, & Florida found out it wasn’t the side of the net they were playing on! In the rain baby, TX/NY ruled!
 
Friday we attended a luncheon panel,”Women & Minorities in Conservative Politics” and were treated to an array of speakers from Sharon Day, RNC Co-Chair to Daniel Garza, Former Assoc. Director Office of Public Liaison, G.W. Bush Admin. to S.E. Cupp, Author, “Losing Our Religion.” Friday Evening, I and Texas National Committeeman Luke Niles (Dallas YRs) were invited along with 8 to 10 other State Chair / National Committee Officers to a strategy session with former New York Governor George Pataki. It was a great experience and important questions / topics were discussed during the strategy session. Specifically, the current debt ceiling debate, the upcoming 2012 presidential election and the role of YRs in reaching our demographic, what would be the defining issues of the presidential race, and the legitimacy of America globally in politics, diplomacy, economics, and science. A really good discussion and a moment in time for us sitting together collectively sharing with a leader who led in a state during a difficult time.
 
Saturday was the convention business meeting. Lisa Stickan (OH) was re-elected to serve as Chairwoman of YRNF and Luke Niles, our National Committeeman (Dallas YRs) will serve the next two years as Southern Regional Vice-Chair. The big news came Saturday evening with a TEXAS SWEEP during the awards ceremony at the gala. Texas won YRNF Federation of the Year, Dallas County Young Republicans won YRNF Large Club of the Year, and Montgomery County Young Republicans won YRNF Small Club of the Year. How about that?!?!? I can’t tell you how proud I was that night to be a TEXAS YR and to be your Chair! What an extra stamp of validation on all the great service and leadership you have brought to your clubs and our state this past year – well done!
 
Finally, in other news, on July 22nd, I met with other Republican Party of Texas leaders in Fort Worth at the convention center to begin plans for the 2012 RPT Convention.  Please plan now for June 7-9, 2012, to attend and to help organize “This is your Party, be at the party!” event that TYRF is planning in coordination with the RPT convention committee.

North Texas TYRF TX Rangers Night at The Ballpark in Arlington

Texas Young Republicans from Dallas, Rockwall, & Tarrant YR County Clubs came together on Saturday, July 23 for an evening of fun, fellowship, and baseball. The TX Rangers rallied past the Toronto Blue Jays with an exciting 5-4 finish in the 9th inning. TYRF Chair Kristy Moore states, “Texas YRs love networking within our home clubs and reaching out to neighboring clubs. In north Texas, the close proximity of clubs make socials like a night at The Ballpark a great event. TYRF definitely is a political and professional organization, but at an event like this – you see friendship.”

 

Political Action Director – January Report

The 2010 election cycle was a productive, successful one for Republicans across the country, especially for Texas Young Republicans. Throughout 2010 Texas Young Republicans not only held leadership positions throughout the state but also won elections for the State Republican Executive Committee, County wide races, and State Legislature positions.

The time has never been riper to increase the influence of Young Republicans across the State of Texas. Across Texas, County Party Chairs are working to fill vacant Precinct Chair Positions. These Precinct Chairs are the tip of the spear that is grass roots campaigning. County precincts are not much larger than some neighborhoods and are as much about knowing your neighbor as they are about campaigning. Every Young Republican elected or appointed Precinct Chair is another Young Republican on a County Executive Committee.

To become a precinct chair for a vacant precinct all you need to do is approach your County Chairman and express interest. Most County Parties have a vacancy committee that is charged with filling the vacant precinct chairs. If your precinct is filled, then you can always run against them in the 2012 Republican Primary.

No one is more integral to grass roots activism and campaigning than county precinct chairs. I believe it should be a goal of our organization to fill as many vacant precinct chair positions with Young Republicans as possible. Club Presidents need to make sure and take time to talk with your club members about filling any need your County may have for Precinct Chairs.

In addition to getting Young Republicans on County Executive Boards as Precinct Chairs, TYRF and all local clubs should encourage their members to pursue election to the State Republican Executive Committee. There are two SREC members elected for every Senate District at the RPT State Convention. In order to increase the influence and input of Young Republicans at the State level we should work to increase the number of Young Republicans elected to the SREC. Now is the time to start laying the ground work for any Young Republican who is interested in running for the SREC.

Other opportunities have also arisen for further involvement of Young Republicans at the State level. I have been asked to find an interested volunteer to serve on the RPT’s Ballot Integrity committee. This is a long term project and the committee meets mostly through the use of teleconferencing. The committee assigns responsibilities and goals to members along with wide latitude on how to accomplish them. Since the majority of the work is done on your own and meetings are conducted via teleconferencing, they are looking for someone who has exceptional communications skills and is project oriented. Anyone serving on this committee will also need a strong concern for honest elections, be flexible with the work of the committee, and have the initiative and follow through to meet the goals of the committee. If you are interested or have a club member that is interested please let me know. It will be a significant accomplishment for the Texas Young Republicans to have a member on this committee.

Finally, along with this officer report you will find a memorandum regarding filed legislation in the State Legislature. I have identified various issues I feel are of great importance and significance to the State of Texas and to Texas Young Republican members. It is my sincerest hope that the TYRF will take up at least some of these issues for support. In addition to the pieces of legislation for consideration of support I have also noted some of the issues we might consider taking a position against. As stated in the memorandum I have cited the filed pieces of legislation for each issue (in some cases multiple pieces), if anyone would like to read them I have copies of the filed legislation.
